Portia Matthews
Executive Assistant to the Founding Pastor/Senior Administrator

Portia is a native of Pocomoke City, Maryland and is a founding member of JOY. She graduated from the Cortez Peters Business College in Washington, D.C. Portia is a Deacon at JOY and has worked with Pastor Williams for more than 26 years in three churches.

Portia also serves as the Director of E.S.P. (Empowered Single Parents) and as Secretary of the JOY Corporation. Portia has one son, Meredith.

Reverend Cynthia G. Franklin
Assistant Pastor for Christian Development

Cynthia is a member of the Board of Elders at JOY. She holds a Master of Divinity degree (M.Div.) from Interdenominational Theological Center, Morehouse School of Religion (2004).

Cynthia is a native of Richmond, Virginia and the proud mother of G'Nelle K. Franklin. Her areas of Ministry include Christian Education, Pulpit Ministry Team (PMT), Missions, Word Duplication Ministry, Pastoral Care Team and Evangelism.

Quinnelle Reed
Director of Communications/Office Manager

Quinnelle is a native Houstonian and a founding member of JOY. She is a Deacon at JOY and is a Co-Coordinator of the JOY Arts Ministry (JAM). She is also responsible for the smooth operation of the JOY Adminstrative Offices.

Quinnelle has two daughters, six grandchildren, and two great-grandchildren.
